£16m was the agreed fee minus £6.5 for Ngog. £9.5 paid in installments with potentially another £3.5m to bring to £19.5 based on appearances/goals/assists etc. He has played 71 premiership games against Jones 34 appearances who's costing £17m altho im unsure on how the payments are working with the deal. The only way of claiming who got the better deal is to judge them next May! (providing they both sign!)
It's not a part exchange according to the Liverpool Echo - apparently Sunderland would have wanted the deal to be over £20 million if Ngog was included at the ridiculous £8 million valuation Liverpool have put on him:
