I don't get it. I thought there was a rule that said a player couldn't play for more than two teams in the same competition and this will be his third stint with a league 1 club this season.

He started the season on loan at Donny, made over a dozen appearances before being recalled to Stoke where he also made over a dozen apps. Then went to Posh and made 6 apps. Now he will appear for Lincoln!
Apparently this does not apply to “Non-League, Short Term and Youth Loans”
Why couldn’t they recall Ethan Ross who they’ve loaned to Weymouth?
He’s played for them twice already this season .

A team should have at least 3 goalkeepers who are eligible to play. If they only have one fit goalkeeper, then a youth goalkeeper should sit on the bench. When they have no fit goalkeeper only then should they be allowed to get an emergency loan. And that emergency keeper should be from a club in a league below.
 
So why can’t we sign a centre half? Surely Lincoln have a reserve keeper for just this sort of emergency?
This is it. Because a go is a specialist” you can sign one (although posh cheated by “retiring “ their third choice keeper) our defensive mjirycrisis has cost us massively this season. Arguably as much as Liverpool’s has them.

These “rules” to allow them to play fir >3 clubs I’m sure we’re changed due to COVID. But, as per usual, they weren’t worded in the way which days you can only do it if it’s COVID related. Which leaves the door open for this
 
Save us some cash next season. You only need one senior keeper then. If anything happens to them, you can emergency loan better.

Lincoln have confirmed Palmer will be back for tomorrow.

First thing I'd do now is get on the phone to Stoke and see about getting that kid on loan for next season. Never a fan of loan signings but GK is the one position I'm okay with it if they're a good keeper, and he very clearly is championship level for me already.
