They've not backtracked on their agreement with EA Sports though #****s

Xbox and EA sports have an agreement for certain features on games. It mainly affects American sports type games such as Ice Hockey, American Football, Basketball, etc but it also means that Ultimate Team on Fifa 14 can only be played via the Xbox.

(I wanted to go back to Playstation this time)

I thought they were going to be available on both, but Xbox will have "exclusive content". Unless they've change their mind since this (23/5/13):

FIFA 14 Ultimate Team confirmed for PS4
