Never a penalty. The consistency is ridiculous. The ones that haven’t been given compared to the ones that have are crazy.

Since the Serbia one, the Serbian FA made a complaint to Fifa about the wrestling and ref consistency on it, since then it looks clear that the Refs have been told to watch out for it and punish it.
edit: also appears that the English coaching staff have also made a complaint to Fifa, since the Tunisia game.
It’s actually worse than that. Aside from hosted tournaments (1966,1996) England have never, ever, not even once in the history of tournament football beaten a top side in a knockout game. Never. Not one time.
