Its about time Farrell has been red carded (I know he frequently) is a target, but, he has (because of who he is) being getting away with it for too long.

It’s been a long time coming - the Welsh media suspects that any ban will end before England’s next match .... <whistle>

I agree that he has been a target himself - but what decent No 10 isn’t? That said, his (no arms) tackling technique is either awful or deliberate, although (ironically) he was using his arm on this occasion.
