On the off chance you are not being facetious and are just a bit thick it's because calling a black person a monkey is being offensive to them with reference their skin colour. Calling a white person a monkey, if it's meant to be offensive, is just a bit odd. A bit like calling someone a "****ing black ****" wouldn't be offensive if the person was white. It would just be weird.
I don't really see why that should be the case. Calling person A a word can have a very different meaning to saying it to person B whether we're talking race, gender or anything.
