Not in this instance. With Daniel Levy spending much of his time abroad, it makes sense to have a football man overseeing the football admin matters. Darren Eales is well respected within the game and came to us from WBA with an excellent reputation.
To return to the main topic, £100k fine does seem bloody excessive !!
Of course £100k is excessive, but thats the Premier League. They look at it in the sense that if you can afford to pay a player that, then you can afford the fine.
Also, I get Levy wants/needs help but most organisations have an Ops Director or an Executive Assistant. The role you described was performed by a Club Secretary. I have no reason to doubt Mr Eales ability in his role, but I still stand by my original comment, only football ...
The papers would be printing that if he was still at Chelsea and probably blaming Cole, Lampard, JT, Cech and Drogba as they always do. Much ado about nothing really.

Thing is this note was found in the effin Sunderland dressing room by Sunderland FC staff after Spurs had left the building!
Wtf is an issue like this being addressed in an away teams dressing room for?? Should it not have been dealt with at Spurs before they left, or on the coach at least. That document should never be on the premises of another PL team.
Also who the hell checked the changing room before leaving??

its a tactic of AVB - keeping the opposition waiting for them on the pitch whilst they are in the dressing room for another minute or so. almost certainly.
holding up a game delays 1000s of people's schedules. There are a fair few people Working on match day, maybe TV fkers penalise UEFA ect for late starts disrupting TV schedules. Policing also.

Fines for lateness are perfectly acceptable and understandable, but it seems that we've had to pay out a similar amount per incident to Lazio's racism fine (£25k to £32k).

My thoughts exactly..... (Assuming that it is genuine) the level of fine compared to those currently being issued for racism etc is completely disproportionate.
But there again, if you look at criminal law penalties then a similar situation exists: a recidivist house burglar will routinely get a minor sentence of a fine or imprisonment, yet a white collar city fraudster or similar will routinely get 5 years + for a first offence. I doubt the are too many members of the general public who believe they need more protection from the Fraudster than the burglar, but that's not how the System views it.

This makes me wonder how authentic it is. 16th December at the top and found in the Mackem's dressing room nearly two weeks later? Not convinced.
