I forgot to add. To submit a new application he has to accept the ruling of the panel. By doing so he accepts his business case was poor and that he should have held a proper ballot. Its possible he'll be stopped from putting in a new application until he does so. The English legal system is full of mystery and beauty until you're on the wrong end of it. I would think the judgment, whilst overturning the original decision, has put him in a very difficult position.
