The easy answer is the Packers, but it is also probably the wrong answer. I hate the Packers. I want them to lose every game, in as humiliating a way as possible. The Packers could be 0-15 and the Bear 15-0 and I would still derive a massive amount of pleasure if the Packers lost. At the same time, I get a lot of enjoyment out of hating the Packers so it's hard to say they are my most hated team. They are a team with a storied history, that plays no-nonsense cold weather ball much like the Bears, and I like that they are publicly owned. They are worthy of my hatred. I would enjoy football much less if they weren't around. I suppose it is much like Southampton-Portsmouth. I don't want to see Portsmouth cease to exist because I enjoy rooting against them too much. I hate like, interlopers. Teams that are just pointless. In baseball, I hate the Cardinals but enjoy hating the Cardinals. But I can't stand the Astros because they are so pointless. When the Cubs lose to the Astros I get mad. When the Astros win, I get no joy because they are always terrible and I don't care. I want the Cardinals to exist so I can hate them. I just want the Astros to go away (which thankfully, they finally are) because they never bring me any pleasure win or lose. They're just an annoyance and their very existence in the NL Central is an affront to my sensibilities. There isn't really a team like that in the NFC North. Packers, Lions, and Vikings all belong in that division and I like having them there so I can hate them. I suppose I would have to pick one of the Southern expansion teams. Jacksonville or North Carolina maybe. They just seem so pointless. Or the Colts, because they should be the Baltimore Colts and the Baltimore Ravens should be the Cleveland Browns. And the Cleveland Browns are just terrible and the good fans of Cleveland don't deserve that so send the Browns to Indianapolis and make them come up with some stupid name for their lousy team.
