1. Sin bin instead of yellow cards with sliding scale of time penalties 2. Time keeping to be formalized: 60 minute games with clock stopped automatically whenever the ball is out of play 3. Adjust penalty box and penalty law: a) ability to award a penalty even outside the area when a professional foul stops a 1-on-1 situation; b) the notion of a secondary 'long penalty' for offences inside the box but in non-critical situations (back to goal, corner of the area, debatable handballs, etc). This will allow the ref to avoid the stark choice of a penalty or nothing at all in such situations. 4. Offside only in the final third of the pitch. 5. Actually enforce the 6 second rule for goalkeeper distribution!
