So do you think that you could devise any system, based purely on results not opinion, that would reflect (in the short term) nations rankings better than the FIFA one? Because I don't think you can (That is an opinion).

Because I don't see how a ranking system based on results is somehow my opinion. Its like saying its only my opinion that Arsenal are 4th in the table, because really thay should be 7th, because the league table is rubbish and doesn't show who the best teams are. My point was that England get results. The FIFA table shows that.

For starters, don't penalise teams who, through no fault of their own, aren't playing competitive matches at the moment (like Brazil... yes that's why they're 18th in the FIFA rankings).

It's your opinion that the FIFA ranking system reflects how good (or "effective") a team is. It's my opinion that it doesn't. Neither opinion is automatically more valid than the other, so stop trying to make out that yours is.

You really are having a hard time with this. Brazil have to be penalized, because the rankings aren't based on opinion. They just reflect results, there is no bias or feeling. So based purely on results, without any personal bias, England don't do as badly as everyone makes out.

You do realize that, ranked 8th place, England would be only about 50/50 to make the quarter finals of the world cup, if things went according to rankings. Given that most people would be unhappy with "just" a quarter final spot, it seems to me that 8th place is a perfectly reasonable place to rank them. Most of the England discussions I have heard say that people think we will get to the quarters, or out of the group stage, and then lose, so I don't know what your problem is.

What results? Brazil aren't playing competitive matches because they auto-qualify. How do you fail to understand that?
