Looks like from reading Harrys post, the post on the Pink-Un could be from him... But as I said I saw the same thing, as well as further confirmation...
Not sure what Norwich city council's position is. Generally councils are pro football club expansion. The road behind the city ground coyly be built over like at villa park but would probably require the demolition of the city stand to make it look right. Interesting idea would be, if the council were on board, to build another bridge further down the river divert the main road south of the stadium and then space becomes no issue. It would make match day traffic much easier, would also round of the riverside development much better
that post from the pink un is totally incorrect, honestly! they are able to add a 2nd tier if they so wish. this is unlikely to be required but can be done. the city stand can also have another added but they aren't happy with the proposal for that and would want to knock it down instead. you can keep on searching as much as you like but i'm not making this up!!
How is it completely incorrect? It was simply relaying information that was CONFIRMED by the club. If it and myself are incorrect then the club was putting out duff information... And yes the club can add a 2nd tier, nothing is impossible, just that the foundations, according to the club, don't exist for it currently... Where were these plans that you saw?
just so you know, i'm trying to find out from someone who worked on the deal for the jarrold stand. he knows categorically the situation and he's who i spoke to about it at the time. i worked for the club at the time too so know a fair bit about it. i'm awaiting his response

The post quoted from the Pink Un is my post, as I've said on there and here I'm just passing on what was said by Joe Ferrari who is head of media at Norwich, I'm not pretending to have any insider information because I don't, the only person I know who is remotely connected with the club is Gossy's wife.
I think the most likely would be to build over the old Carrow Road. Thing is, it is not just as simple as buying the old road and building on it. As part of the old Ring Road it is highly likely that there are all sorts of utilities running under it including water drainage to the river. Diggin all of that up and re-routing it around foundations would be hugely expensive.
