It's dangerous to try to judge anything coming out of the 70s by today's standards. Today, for example, we don't need to cast the same knowing eye over these types of characters, because they are no longer permitted to peddle their racism so openly.

I have little doubt that there were (and still remain) those who viewed Alf Garnet as some kind of BNP spokesperson, but I think they are very much in the minority.
The fight against racism in the UK started during the early 70s, and it was the airing of prejudice and the nature of prejudice, through the medium of comedy that set us all on the path to where we now find ourselves. Isn't it better to flush all of our irrational hatred out into the open where it can be examined under the harsh light of reality, than to keep it locked away to fester in the dark recesses of Society?

Some of the money that West Ham have paid appears to have gone to unregistered agents or something similar.

And so it should be in part at least, West Ham have a duty of care to their fans. It may well be the stadium owners responsibilty to upgrade the radio system so that the plod will attend but as a club you have plenty of money so get the job done and then deal with recovering the money from the stadium owners. You've then done your part. Same with segregation stop cramming people in and get the segregation organised properly.
There's a blame game going on but as a club you should stand up and do your bit, your main priority should be the fans and not bitching at all the problems and crying that it's not your fault.

Then you should have insisted the necessary equipment was installed before the season started. Sounds like it was a massive oversight on your behalf, as it's you that have to ensure that the place you're choosing to play your home games complies with all the necessary football requirements.
