If that is the case then the rule makers have already accepted that there is a difference in the severity of the punishment. To me it seems almost daft that the thought process is - if it’s on the line - yeah that’s a pen accidental or not but if it stops a chance in the box then nothing, nada I just don’t get things lol it’s a bit like when you hear pundits, commentary and fans say - if that had happened on the halfway line it would have been a free kick. it’s almost screaming we need something for those incidents that don’t warrant a pen but do warrant action - like an indirect free kick ?
