Yes but I mean premier league clubs should have more punishment than that else bottom and mid table will still carry on how it's is and those rules will only affect 7 or 8 clubs pushing for euro spots. And I accept your point re wages and relegation, but those rules are usually in place already, and that doesn't cover for one major disadvantage which will probably be the biggest factor, which is the massive over inflated transfer fees which come with being a PL club.
But if the top 7 or 8 clubs can't continue as they are then the lesser clubs will fall in line. Players can only demand high wages when they can go elsewhere to get them. Once the top players have their wages forced down the lesser players will have to ask for less, otherwise the smaller clubs will just go and get a better player that couldn't earn more anywhere else anyway. The fees will fall in line as well, once the big clubs can't sell for £80M+ the lesser players to replace them won't be costing £20M+, which means that the smaller clubs won't be prepared to spend as much buying them in the first place.
