Weakened side for FA Cup?

Can somebody please explain this to me!

The headline definitely states that PL says he's going to field a weakened side, but halfway down the text he says, "There will be changes but it won't be a weakened side, that's for sure!"

How do you make those two statements tally?

Is there such a thing as weak Norwcih City team nowadays? Perhaps if we start playing people out of position, like Jed Steer up front and Simmo in goal, but even then with Lambo in charge I'm sure we'd get a result
