the amputee actors already had them with them?

FBI Lead Agent in charge of False Flaggery: "Goldurn shucks, here's an idea. To cut costs why don't you play a SWAT/FBI agent guy AND a bereaved parent? Sure would save us a lot of paperwork and cash".
They'll make a film of this one day and it'll be a comedy.
