No need for anyone to move really. Knock down the East Stand, replace it with terracing, give it to the away fans - sorted!
Just a thought on your predicament... Could you swap the away half of the stand and the family area and then use the Lower Rous blocks where our lot congregated as an extra away end if/when needed? I appreciate this doesn't solve the problem of families being nearest the away end but the vast majority of teams a.) won't need more than 2300 and b.) won't be as raucous as we perhaps were given the occasion and you'd need to move fewer fans as I'm guessing there aren't many season ticket holders in the half of the Lower Rous nearest the Vicarage Rd. Maybe have it as an away family stand a bit like Ipswich do with the lower part of theirs to reduce the chance of undesirables.

I think the best option would be to make it clear to season ticket holders in the family bit which games their area will be allocated to away fans, realistically no more than three or four times a season, and give them ample time to swap their seat for one in another stand, as is the club's right, but people seem unwilling to budge.
I think people will have to learn to flexible around the clubs needs! at least until we can afford a 4 th side to our stadium!
