Not sure how to deal with it while the stewards are people employed for the day at low pay, and they would not want to get a fist in the face for trying to remove some nasty piece. The club should know who is sitting in each seat, confirmed I guess by CCTV, and could issue bans, but not sure that would be a road they want to go down.
There is a text number people can use at the time to report any abuse or discrimination. It is regularly shown on the screens in the stadium as well as in the programme and on all social media sites. That is the safe, secure and less stressful way to report anything.
Have you any idea Chris what happens if you use it? I have seen people thrown out, but it has created quite a scene when it happens.

No not really but suspect they investigate whether or not its ST holders or one off matchday fans. I did read a few weeks ago Watford were saying they had had at least one report each match. I would imagine that the penalties are from a warning to a ban depending on findings and level of abuse. There is no point reporting much to stewards as they would be under orders not to confront unless absolutely necessary, besides they are likely to be low paid temp staff of a contractor. The texting is ideal as it means the person reporting isn't stressed or put under additional strain by pointing out the offenders almost to their face.
