Yes, but for all that the 92 "victory" rally was stupid and a PR disaster, Kinnock was and remains a much more intelligent man than your grocer's burst johnny. That was in 1983 when all of that stuff seemed ludicrously unlikely and he was lambasted for that speech by the same Fleet St monkeys that celebrated starting a war in international waters.
