Well we know he didnt get all his targets. It was pretty well known that Hummels and Vidal were the targets at the beginning of the summer, and he failed to land either of those. I think they switched to Rojo when Hummels looked like it wasnt going to happen, and then likewise with Herrera when Vidal began looking unlikely, though i think they still tried for Vidal after Herrera signed. Di Maria and Falcao are just world class players that became available. Especially the Falcao deal, just too good to turn down. I do think the Di Maria deal slightly smacked of a lack of a marquee signing for United and they wanted to wow the fans slightly and maybe flex some financial muscles as a statement of intent, he basically will be taking the place of Mata, who, as we all know, can perform excellently in that role, though I would say Di maria is a slight upgrade, especially as Mata prefers being a No. 10, which is Rooneys role. But cant blame you for Falcao, if he had become available to Chelsea on loan, I would have taken him, even with his gammy knee, its only a loan deal after all.
