Though I have thought on it, and can imagine that a very clear governmental message will be going out, unofficially, to these nut jobs saying 'not on our own turf under any circumstances' and that Russia 18 will be policed to such an extent that they can turn round and use it as propoganda to show the difference between a Russian and French run tournament

Not sure alcohol is the problem here is it. Not like the Russians got a bit carried away after drinking too much. They planned it and did what they set out to do.
the french police were incredibly unprepared but it's hard to monitor russians when russia itself only flagged less 'hooligans' than bloody switzerland and the open borders into france
