The 4 slots taken away should be for the club's 4 most expensive purchases. UEFA would maintain some sort of credibility with such a rule.

Random number generator to choose the barred. lennypops to work out the "seed" value to ensure the four will always be Hart, Silva, Aguero, Toure.
They should also say they aren't allowed to add any new signings to their squad for the competition until they bring themselves into the limits of FFP.
I'd say they can't play their four highest-paid players, so in City's case that would be Aguero, Yaya Toure, Kompany and Navas(?), while for PSG that would be Ibrahimovic, Cavani, Pastore and Thiago Silva.
I see that PSG have taken their fine about breaking FFP seriously by their "interesting" bid for Luiz! Another obvious way of making the punishments more serious (i.e. realistic) is that the overspend from one year should be carried forward to form part of the budget for the next year (much the same way that the fine should be). However since the fine and original overspend are considered separate, the clubs are allowed a "clean slate" each season. I am also unsure about how much they are allowed to control their income to overcome FFP. Let us not forget that City's overspend was over and above the revenue gained by their completely ludicrous from Etihad which is in many ways the same company!

If you did a UEFA average of duration at a club, I bet it is probably around 4 years. So if you set that as the amortisation period, then in the case of Lolz, the UEFA FFP 3 yr rolling window would mean 33m odd Euros would appear on the PSG ledger for 2 seasons.

Or- one could say that the reason that the teams in violation only received minor slaps on the wrist instead of bannination from the champions league, as once threatened, is because PSG were amongst the teams breaking the rules. If only City, or only English teams broke the rules- would the penalty have been more severe? / can't say.
