I haven’t been close enough to local Bristol politics to know much about the guy, but to claim ‘racism’ as the reason for losing an election these days displays ignorance and arrogance in equal measure.
Maybe people simply preferred the other candidate?

Me neither, but I agree, he seems pretty unpopular, not because of skin colour, but due to his policies.

It's the term and accusation that racists usually use about others, when it's they themselves who are the real racist.
 
The good people of Bristol voted him in as Mayor. He is very unpopular. People want him gone and the post of Mayor is going and Rees lost in a nomination bid because of that. Politics and democracy in action.
