I have never heard such a speech. This has to be nationalism at its worst. The UN should be about nations trying to find solutions to problems like North Korea, and has been successful in getting China and Russia on board in the security council. To go there and tell them what he and the USA are wanting it to do is one thing, but to say that unless he gets his way he will withdraw some funding verges on blackmail.
