No. According to Dortmund's Sporting Director they have a matching right, but no buy back option. They can match any successful bid for him and Dortmund have to accept it.

Where ever Sancho wants to go, he has the ultimate power of choice until he signs, then he is bound by the terms of whatever he signs.
My guess would be us, because Dortmund aren’t obligated to sell to City if they match the bid, only to allow City to match the valuation if they want to. The player can’t be forced to sign a contract if he doesn’t want to (though City’s owners no doubt have their means, namely large wads of petrodollars) so I imagine that if the valuations are equal then it’s the players choice to go to City, the club matching the bid, or to stay at Dortmund.
