I'd be surprised if the club was paying off loans that are on a low, fixed rate whilst they are still mid-term. They're on an interest only basis costing no more than 6 or 7% of turnover, so I would reckon that the additional investment is mainly/exclusively for the South Stand development (hotel and apartments, etc.) and the additional training facilities (women's...NFL...?) being built on that nice bit of land next to the golf course.
Yes...I think that is right. Any additional capital investment is going to be hard to fund through loans but will ne good for revenue in the longer term. However, a new owner with unlimited funds would have the option of paying off the loans and removing the covenant which would then allow a Chesea style spending splurge.
