I wouldn't include Milner at all, he isn't really first team quality, he done a good job for us last year, but I hope if we get another CM this window then Milner will just be used as a sub, someone to come on and help defend and keep our lead.

Also coric will be a no 10 signing if we make one.

That's my point. Hes currently at most an 8 million pound player (if that, ings looks better at 8m). They are paying 15m in the hope to develop him so that he's worth more and that he does well. If they make him in a 15m+ player, and you guys can just buy him back for 15m when hes worth more than that, you'd have to be a mug to take that deal.
The only instance would be if you were getting someone at under their cost price like denis suarez who was talented but they villarael bought him for a pittance.
