Tapping up is weird one. It's near enough impossible to prove and kind of pointless. If club wants to let a player know they are interested can easily leak it to papers and agents who can talk in background without involving the player directly.
Unless ive misunderstood what constitutes as rapping up, thought it was speaking directly with the player without clubs consent. Nothing to do with just speaking to agent?

Not really mate, if you haven't had permission to speak to our captain who's under contract then it's an illegal approach. Completely different to papers linking him away.
Expect you'll still sign him though.

Well if someone has suggested a month ago then surely Southampton should've made the complaint then. This has gone from a deal basically done today to Saints wanting this investigated.
