I would guess its because RBL have their squad for the season and didn't think they could match Us or Dortmund in the players interest. The release clause is there so that Red Bull clubs can buy off each other for cheap if they want, with RBL being at the top, doesn't mean they have to buy. Problem with a release clause is that other clubs can get involved and then its up to the player.

Klopp has extended his contract. He wants to dominate and build a legacy. To do this, we need more quality in depth. Origi as our first back up forward for the front 3 is not good enough, as much as we all love him, it’s true. Having no specialist full back cover is shocking, especially when you consider how important these roles are to how we play. City have two top quality players for each position - sure it brings other problems but it also means that they can challenge on all fronts. So I hope that Minimano is just the start of our transfer dealings.
I'm not so sure Lovren is on his way. I thought he was as good as gone in the summer but he's played well since then and he fits in Klopp's team. I reckon he adds a lot to the dressing room too.
