Well, when it's an actual official of a club stating they will sign a contracted player from another club without getting the permission of the club to either talk to or purchase the player i'd reckon they're definitely tapping up.
If there's any truth about Couthinho discussing terms in the summer that should be brought up too, Barca need bringing down to earth by Uefa.
But somehow I doubt that will happen to one of the jewels in their crown.

Well you'd think that wouldn't you? So why don't UEFA do anything about it? It doesn't need us to report it - if they see a blatant disregard for their rules they should act.
If a copper sees a bloke in a stripey jumper climbing out of a window with a bag marked swag he doesn't have to wait for the theft to be reported before he has a quiet word.

In fairness it's not 'tapping up' to say "we are ready to sign Coutinho or any other player that the technical staff request".

You could say it's poor form to mention another clubs player by name, but it doesn't constitute tapping up.

Might be Father Christmas doing a festive fancy dress delivery.<whistle>

But maybe the rule is that the club of the player being tapped up has to officially report the shenanigans to Uefa to get the ball rolling so as to speak.

So, if Klopp spoke to VvD like allegedly Barca spoke to Couthinho the Uefa rule would be the same as the FA rule on tapping up?
There's more to it than meets the eye imo, how can a Barca employee can be so confident of continuing the harassment of a player and club when they've basically been told to **** off and not come back is a joke.

It's an indirect approach by a club official to a player contracted to another club so It does constitute tapping up.

Nope, saying we'd like to sign player X to the press isn't tapping up as it's not an approach to the player, either directly or indirectly.

Every top transfer breaks the rules on tapping up - without exception.

The VVD debacle was you lot being too brazen about it, but even in that scenario the FA did **** all.

I've already said that I don't understand it, and I was only half-joking. We all know that tapping up goes on all the time.
Was Klopp brazen or just a bit naive? Getting caught is the issue there, but as far as I know our club wasn't mounting a media offensive around the player, and despite us categorically stating we had dropped our interest, it was the media that kept saying we were still in the running. It's possible we might have been feeding them that on the qt but it wasn't out in the open.
Despicable Me might have just been answering a question, I don't know, but it was obvious when the window was open that they were breaking the rules then. There were enough actual quotes from them as opposed to the usual shadowy "sources" we get when no-one wants to get caught.
Klopp might have dropped a brick over VvD, but Barca have been lobbing them through our windows all summer. How far do they have to go before someone at least tells them to back off?

Therefore, for example, statements of admiration for a player made by a manager in the press may amount to tapping up if those statements are intended to entice or destabilise a player.

Well we will be selling to psg anyway after world cup so who cares <laugh>

And btw Southampton will be hoping to maximise their return after it too.... except oops they can't.. bad luck saints.

I think saints were so busy patting themselves on the back over sticking to their 'principles' that they actually lost sight of the possible consequences. A bit like when people refused to pay their poll tax 'on principle' ending up in prison.

Like a pundit who's a clubs ex player talking about player X who'd be perfect for his former club.....or a manager leaking to the press that he wants to sign player X

When has any of those scenarios (including the one you've mentioned there) resulted in any sanctions whatsoever?

Who's talking about sanctions? You said what Barcelona are doing isn't tapping up. It is.
