You are missing the word negotiation. We wouldn't offer our best offer at first in case we get him cheaper, same with player negotiation. Depends when both parties believe the other side are making their final offer.

(1 in 16). perhaps we're killing 2 birds with 1 stone with this signing and finally addressing the set piece situation?!
