Moura cut inside and then didn't have the ball under control. In trying to go for the ball, he puts his body across Jones who is going for the loose ball too. There is an inevitable collision. From the ref's position , he sees Moira putting his body across Jones and just sees it as 50/50 contact going for the ball.

However, replays show Jones was clumsy and impeded Moira by clipping his right foot and tripping him.

So it was a penalty, but you can understand why the ref didn't give it.

 

We have reaped the backlash in that half so let's not wait for next week let's give them our backlash NOW
