I think the Kane penalty would have been given to Pool, the reason being that the narrative is that Pool are "going to be runners up anyway" and (in this case) they are obviously going to beat Fulham. For that reason the ref gives the pen because it's only fitting in with the result everyone expects. We never get that same narrative, so the pen may or may not be given.
