I think Werner will be in the starting XI. The rationale being that he wont be for the Citeh and Villa games (unless an injury plague befalls the squad) .

The manager cannot do that, because the squad currently is not providing a consistently better player outside of the strongest starting XI to usurp him. So until his end product becomes acceptable, he is "ballast" against good opponents, and out of harms way against lesser opponents in domestic/UEFA competitions.
