In this context local time means where the match is kicking off at.

If I had this time then I would apply a time adjustment calculation to establish the exact time where I am precisely.

So to perform said complex calculation I need the exact kick off time at the point where the football first gets kicked from the centre circle in that venue to which it was kicked.
