City are about to offer Foden a new contract which will make him the highest paid player in the league,I guess they couldn't afford to pay Palmer and let him go.
Palmer had to be sold... Palmers already superior and will only keep getting better.. Foden thought he was the next Gascoigne but he's done nothing for England.

To early to call that my man, Palmer has had one decent season with stat padded penalties galore. 9 of his 22 goals in the league last year were from the spot where as Foden scored 19, none of which were pens.
Foden has done the business for the last 3/4 years in a City shirt. Foden (24) is at City while City sold Palmer (22) for a reason.
