Perhaps they just don't want him that badly. Like if we make an exploratory offer for someone, then somebody else puts in a bigger one. We're then accused of being outbid when it's just that we didn't want the player at that price. It does seem a ridiculously low price to balk at though. One of their other players could have bought him and kept him in the shed.
