I'd be careful using the word 'bribery' in relation to this Premier, political donations might be made with a specific aim in mind but this is a long way short of committing a crime.
They know full well it would be. They also know that it can't be allowed to happen with the Tories in power at Westminster. How can Labour campaign at the next general election on the back of Tory cuts costing jobs and a need for the state to create jobs because private enterprise can't/won't etc if there's been a private project of that scale gone ahead creating hundreds of jobs in the area.

I'm saying it's not in the Labour Party's interests for the project to proceed at this time, so as you have a Labour council in Hull it won't. You just need to look back at when BAE announced the job losses at Brough to see Labour's view on job creation, even where they're in power it's not their responsibility it's the government's. In fact I think it was the same week that was announced that they last publically rejected having anything happen with the stadium, including making up a bit about doing it in FC's interests (which AP in the studio dismissed as he didn't see a threat to his club). The situation will change either when Labour are in power, or more likely before the election when there's an opportunity to score huge political points by having it go ahead. EDIT: Just to be clear, if roles were reversed and it was a Tory/Lib Dem Council and a Labour government I'd expect the same situation, it's more a strategy view than a political one aimed at any particular party.
