The Highway Code refers you to Section 3 of the Road Traffic Act 1988, Driving without reasonable consideration. and Section 3ZA of the Road Safety Act 2006.unnecessarily slow driving or braking without good cause.
The Highway Code clearly states that you should drive at approximately double the speed limit, unless of course there are 'safety' camera's, or unmarked police cars. Everyone knows that ffs.

That is completely different to saying 'get up to the speed limit as quickly and safely as possible' and you know it. Nobody disputed that driving unnecessarily slow was dangerous and annoying. It doesnt mean you have to drive at the speed limit.
I agree. I always drive at the speed limit and have 9 penalty points for speeding. It doesnt mean everyone else HAS to. Limit is the maximum, not an obligation.
