Point is, is that good tacticians are able to get results against equivalent / better sides and in big games (such as high pressure cup games). The fact Moyes by and large couldn't proves that he is not a great tactician. He has his virtues and did well at Everton but he has achieved nothing to show he could do the United job to the required standard.
This is true because the four managers who turned down the position were all world class and you chose a manager who would be bang at home in the championship.
