National Insurance is just tax, all goes into the Treasury pot. Your contributions do determine what benefits you may be able to claim.

Does National Insurance all go to healthcare and social care and can't be used for anything else? No. They raised a tax claiming it was to pay for something specific, hoping that would prove to be palatable.

The private sector employs all the best people and the public sector takes the rest. This is why contracts for public sector work massively favour the private sector contractors. Want a new light bulb at your hospital? That will be £120 just as soon as our man can get round there with his mate to hold the step ladder.
There is no hypothecation in the tax system. National Insurance is just another tax. It all goes in the same pot and is spent according to however much budget each government department is granted. Most idiots still think that their National Insurance contributions are squirreled away in some sort of pension until they retire, when in fact that money is being used today to pay existing pensioners. When you retire at some date in the future, the workers of that day will be paying your pension. Of course that presents a serious funding issue going forward as pensioners continue to outnumber workers. Since the NHS swallows up almost half of all spending, more of the funding comes from income tax and other taxes that have the word tax in their name than comes from National Insurance. When your council tax bill rises by five per cent in April most of that will be because the government is allowing local councils to put up bills to fund extra social care provision. Having sacked many social care workers during the pandemic for refusing to comply with vaccination mandates, perhaps they will allow some of them back into their jobs given the national shortage of workers in the sector.
