You can see on the replays there was contact which prevented Evans from clearing the ball. Use your eyes.

Why? The VAR can tell him it was a foul. Just wastes time if the referee on the field goes across to the monitor.

Looked like movement towards the ball there from Dele. I'd have ruled that out.

 

It hit his shoulder. Any contact with the arm would have resulted in the goal being disallowed.

 

Movement towards the ball is irrelevant, if it hits his arm full stop then it gets ruled out. Think they said it was his shoulder.
