Councils are legally prevented from using funds to build badly needed social housing but not from borrowing hundreds of millions of £ 's and going down to the casino and putting it all on 00. I worked in the Finance Department of a London Borough and they and other Councils were throwing money around setting up businesses out of service departments, that had limited likelihood of success.
In terms of social housing, there's one particularly odious way developers get around it Have you noticed that so many newbuilds have eight or nine units? Oddly specific number that...until you realise that, if a newbuild has 10-12 units (aka, I forget the exact figure), a percentage of the units have to be given over to social housing, hence the deliberately lower number - and the councils who sign off on this all know what they're doing, especially in the case of Croydon Council given their own dodgy property portfolio which was uncovered during the Brick by Brick scandal
