I think you have this mostly right....the full details are here for anyone interested.
    https://www.nlf.uk.net/about-us/how-we-are-funded
In summary the UK Government through the NDA takes on the responsibilities for decommissioning in return for contributions to a fund which are calculated to cover the cost allowing for the growth in investing the fund. In practice no one has any real idea of how much it will cost. However there isn't much urgency in doing the work and it probably won't increase in real cost so there is an argument that you simply keep the fund invested until you are fairly certain that it will cover the costs

My apologies, mixed you up with PNP. I am not sure if this is an insult.

Apparently the bizarre ramblings of the (current) Prime Minister are not newsworthy....at least not to the BBC, who make no mention of it!

But for clarification, there's definitely no undue Tory influence being exerted on editorial decisions at the national broadcaster <doh>

Boris is recommending buying a £20 kettle to save £10 per year on energy bills.
He’s obviously got a job with Russell Hobbs from next week

The fact they apparently expected the entire population of the UK to attend may have been a tad optimistic...
