Banned by over 120 nations, so not a good look to be sending to them to be used. It's desperate, but it's also indiscriminate. It'll cause mayhem when dropped on the Russians, but also those civilians who are living in occupied territory. Don't know who's advising the US powers, but they obviously have no morals so would suggest someone in the pay of the arms industry is wanting to get rid of a stockpile of ammo that they can't use.....
