Two of those cities could easily host an Olympics, that being Lyon and Canberra. It comes down to so many variables, population ranks low if it does at all on the the IOC's mind.

There are way more variables that come into deciding where the games should be held. FACT. Also, your idea of infrastructure doesn't make sense - did London just happen to have that Olympic Park before? No. EVERY host builds an Olympic park. Anyways, this is a silly argument.
