Completely agree, as with all these type of infringements it's not Ricciardo's fault which is a shame for him but if he had an unfair advantage there has to be a heavy punishment.
Tobias Grüner F1 ‏@tgruener 1m #F1 Several cars (also Vettel) over fuel flow limit already during quali. FIA advised teams before race to avoid such fuel flow peaks.
FIA made it clear before the weekend there would be no leniency on fuel use. Over 100kg used and it's a DSQ. Shame for the lad. How much was he over by?

That letter you posted was dated yesterday, so that fits. ASC, it's not using more than 100kg of fuel, it's the flow rate that's capped at 100kg/hour too.
So basically they were munching too much fuel, above the maximum rate set. That must mean they had enough/more fuel to do so right? or no?
How can Red Bull prove that the meter was faulty? I think it's a lazy excuse to be honest unless they can genuinely prove it was faulty.
RBR can shut up about a problem with the sensor: "The meter has been certified by the FIA for use in the 2014 Formula 1 and World Endurance Championship (WEC). october 2013: AMuS reported that the sensor has an inaccuracy up to 1.5%. The FiA forced the company to improve the accuracy to 0.5%:"
