If the referee blows for the penalty with the ball in play then a dropped ball is the correct restart. And yes, to the keeper. If the ball was out of play when he blew then a corner was the appropriate restart.
Would have to look at a replay to confirm, but I'm sure the ref had no time to whistle before the ball went out of play. When it ricocheted off the defender, he was only about five yards away from the line.

Bobby Moore was never given any real role in football . Maybe despite the great success he had as a player and media love for him there was something about him people didn’t like in the game ? Even a role at the FA etc .
Aside from him having been one of the finest defenders ever to grace a football pitch, I don't really know much about him - but there have been plenty of excellent players who simply couldn't make the transition to coaching/managing, and plenty of not so good players who did. I can't recall having ever heard him speak, but perhaps he just didn't have the personality or charisma needed for that side of the game?
