If only people that were born in UK or pay into it get treatment then it's a good idea.
People from overseas should take out health insurance when they go abroad like we have to .

You go to A and E in Australia US or Japan for example they are going to charge you for treatment unless you took out insurance.

People from overseas do take out health insurance when they visit here. The NHS is not free for non residents. If an EU citizen receives treatment then the UK government is entitled to bill their home nation.
